OTTAWA — Canada said Wednesday it will tax about $20 billion of American goods starting September 8, a retaliatory round after President Trump added duties on Canadian products over the weekend. The announcement is the familiar next page of a trade war: the counter-list, the effective date, the promise that this is about leverage and not about a grocer in Winnipeg.

Retaliation is not a mood. It is a spreadsheet of politically useful pain. Governments pick whiskey, lumber, farm equipment, and whatever is made in a swing district. Then they wait to see who calls whom first.

The United States and Canada run one of the densest trading relationships on Earth. That density is why a tariff round feels like a family argument conducted with customs forms. It is also why the bill lands in unglamorous places: a parts plant, a feedlot, a border warehouse whose software now needs a new duty code.

Investors already have a Hormuz problem and a Meta settlement to price. They will now price a North American grocery receipt. The administration will call it strength. Ottawa will call it fairness. Consumers will call it Tuesday.
